Strategic Development of Tilapia Aquaculture Based on Green Economy in Minapolitan Region

Tasikmalaya City is a center for high tilapia production compared to other types of freshwater fish, where Bungursari District is the production center. This study aims to determine internal and external environmental factors, alternative strategies, and priority strategies for developing green economy-based tilapia cultivation in the Minapolitan Area. This study uses a census method with a mixed method approach. Respondents in this study were tilapia cultivation business units Mamat Rahmat Farm, Leni Saad Munawar Farm, Pirdaus Farm, and Juniar Rachman Farm. The study was conducted from July to August 2025. The results of the study on green economy-based tilapia cultivation development strategies show that internal factors in the form of strengths are water sources available throughout the year, fish ponds designed to prevent cross-contamination, the use of certified fish seeds, environmentally friendly fish feed and medicine, the use of organic fertilizers, and the use of environmentally friendly tools. Internal factors in the form of weaknesses are incomplete biosecurity, low worker hygiene, unavailable waste management, incomplete water quality measuring equipment, low human resources in understanding the environment and the application of digital technology. External factors in the form of opportunities are government programs in the form of training, financial and goods assistance, the availability of Recirculating Aquaculture System technology, digital fish farming technology, available labor, high fish demand. External factors in the form of threats are pest and disease attacks, climate change and extreme weather, lack of availability of certified seeds, environmental pollution, and decreased environmental carrying capacity. The first priority strategy for developing tilapia fish farming based on a green economy is to propose a program to facilitate infrastructure that is not yet available, then the second is to conduct training to improve the ability of farmers to carry out operations, fish health management and environmental management.
